 In the education White Paper, the government is proposing that local authorities consider, as an immediate option, sacking heads of schools that receive a poor inspection report.

 The freedoms being offered in the white paper are largely an illusion. What schools need is more freedom from government interference and incessant education reform.

That's all we're asking. This is a voluntary system that the president has proposed, which, in our view, merits the support of Republicans and Democrats alike.

 China's education system is a no man's land. Schools have too much autonomy, they receive government funding, but they are not monitored.

 I wouldn't say they're in charge. But we are working with all local authorities to put together a local government which is good for all the people.

 It would be ridiculous. If you took world religion from your local minister, it wouldn't be very likely that you would learn other viewpoints. The same goes for education in general. You need different perspectives to receive a balanced and fair education.

 All school districts receive funds from the federal government, through the Department of Education, to support anti-drug education efforts.

 Having been on the ground and seen the failures of the system's approach, the failure in appropriate planning -- yes, federal government; yes, state government; yes, local government -- but the call for people's heads early on almost, to me, misses the root cause of the problem.
