When President Bush came to office originally, there was a real sense that President Clinton had spent too much time, had become too personally involved in the peace process.

 These are desperate days for the Bush campaign with the president's job approval in the danger zone. They are desperately using the politics of fear to try and distract from President Bush's failed record on the economy and Iraq.

 There is extreme interest in voting, total determination for democracy and freedom,

 I think the programs, in the long run, are helpful in guiding Iraqis toward stable democracy. Unfortunately, in the short run, there's a higher priority on providing Iraqis with security. And much of the funds that may have been available before for these programs were diverted, I think, to protect Iraqis. And I think that's logical because you can't practice democracy if personal security is perpetually at risk.

 We face a moment of extreme danger, and if it deteriorates any further, if it spreads across the border, we could have that general Balkan war that people have been worried about for so long.
