 This is a business problem that has been around for a long time, but over the last two to three years it has really risen its head as the costs related to the process of legal discovery continue to rise and lawsuits continue to proliferate.

 A number of other U.S. companies have already taken similar action in the face of these rising costs and increasing global competition. In particular, U.S. healthcare costs continue to rise at high rates. When these benefits were conceived decades ago, no one could have foreseen the explosive cost inflation that we have been experiencing in recent years. These costs are simply not sustainable.

 The president, just as any other American, deserves a legal defense against personal lawsuits not related to his office, ... But the costs of that defense should be borne by him and not the taxpayer.

 The costs we're talking about related to Katrina are going to have a short-term impact on the deficit. They're one-time costs. But we believe we can continue to meet the president's commitment to halve the deficit by 2009.

 This is a difficult but necessary decision, and it was made only after the greatest deliberation. A number of other U.S. companies have already taken similar action in the face of these rising costs and increasing global competition. In particular, U.S. health-care costs continue to rise at high rates.  We will continue to do business as usual until such time as the situation requires us to do something different. Having said that, we continue to believe the law is flawed and is not in the best interests of the state. We continue to be concerned about the potential for adverse, unintended consequences.

 Construction costs continue to escalate, and there's no sign it's going to abate. An additional six or seven months of waiting to move forward with this project is going to continue to make those costs higher. The governor would like to continue having a discussion with the Legislature about moving forward as soon as we can.

 However long the Israeli incursions continue, whether they pull out of everywhere today or whether they pull out of everywhere they are now in over a longer period of time, the problem will still be there -- people who need to be brought into a negotiating process that will lead to peace,
