 Just like the many people in New Orleans who were hard to convince that the levees should have been upgraded — until disaster struck.

 [The disaster in New Orleans] is not an act of god, ... This is an act of man. The federal government refused to spend the money to improve the levees.

 The Bay Area is not prepared for its next major disaster. The painful lessons that emerged from recent disasters in the United States drive our passion to protect the Bay Area. The aftermath of Hurricane Katrina revealed the unthinkable cost in terms of lives and money of haphazard planning and irresolute leadership. Not putting ferries on the Bay for disaster recovery is like New Orleans not strengthening its levees, knowing a hurricane was coming. The threats to the Bay Area are well known and we must act urgently to avoid repeating this tragedy.

 The federal government didn't come to grips with it until the disaster was clearly in its third or fourth day, ... It's really hard to explain why they seemed paralyzed for several days after the levees broke.

 What I said was not that we didn't anticipate that there's a possibility the levees will break. What I said was, in this storm, what happened is, the storm passed and passed without the levees breaking on Monday. Tuesday morning, I opened newspapers and saw headlines that said 'New Orleans Dodged the Bullet,' which surprised people. What surprised them was that the levee broke overnight and the next day and, in fact, collapsed. That was a surprise.

 You cannot help but be struck by the magnitude of this disaster, ... The American Red Cross is on the front line of this recovery effort. I'm grateful for the opportunity to help advance their mission and I appreciate the contributions from so many of our employees and their families. I'm hopeful this will help spur other donations from companies large and small. As a nation, this is a critical time to pull together and help this hard-hit region recover from this disaster.

 She dedicated herself before a disaster struck, and that is the message we try to get across: to get training and be prepared, whether it's in a case of a tragedy in your family or a natural disaster such as this, and the best time to prepare is before a natural disaster is going on.

 What happens is there's an increase down the road in the number of people who end up in emergency rooms and hospitals. The cost to the system is actually more. It's the equivalent to what happened to the levees in New Orleans.

 T he whole nation needs to come together and do whatever we can on all levels, so that we can help the people struck by this disaster.

 What we went through is minute if you compare it to what people in New Orleans went through, especially close to where the levees broke. They lost everything. I'm proud of everybody. I'm glad I was part of this team. This will be a memory for a lifetime.

 Obviously, we want to see the flood control along the banks of the river. We want levees that do their job. But building levees could be very expensive. It's a lot of work. So far, no one has stepped up to maintain the levees ... not the city or the county.

 [Tom Foley, of Concerned Citizens for Responsible Growth, said people in Plumas Lake are in danger from flooding due to shaky levees - just like in New Orleans.] It's like a big wake-up call, I guess, ... We don't need to have it happen up here.
