I think it's a reflection of the anti-car philosophy that's creeping into our council. It's the tip of the iceberg as far as many more restrictions and reductions and attacks on motorists in this city and suburbs.

People who live in the city were much more positive about the community and happier about where they lived than in the suburbs of Maryland and Virginia. It has something to do with D.C. being a grown-up city and the suburbs still have growing pains.

But it's not a reflection on City Council, ... We have to put good people to work for the court. It's really the responsibility of the administration.

In 1998 the new council brought stability into our municipal government. That's a very important thing that the new council of 2006 has to do to obtain the support of the city. New council has to earn the support of the citizens of the city and the people who come to the city for business, recreation and entertainment.

It kind of boils down more to style, philosophy and direction. It's typical city manager/City Council kind of stuff. They're trying to assess whether they feel they can be on the same page, if we philosophically have differences we can't overcome.

It's a national trend. The suburbs keep moving out and people are moving with them. Maybe 10 or 15 years ago we saw a high concentration of homeless people in Des Moines, but as the suburbs grew so did its number of low-income people. Now the suburbs are like the new inner city in that respect.

Due to the wet winter and spring we have not yet taken to council any fire or firework restrictions this year. I cannot guarantee that if the weather does continue as it has that we won't seek some restrictions later on in the season.
