And that is going to make it all the more difficult to strengthen an already beleaguered nuclear nonproliferation system because other states are less likely to foreclose their nuclear options if the United States and others continue to pursue theirs.

 This high level waste is still very radioactive, but there is no fissile material and when it has been vitrified it is unusable for anything.
