 [Early last Friday evening, some elected officials sat in a room at the Bradley County Courthouse and admitted to each other that they didn't know what to do with $20 million. It was a meeting of the County Finance Committee, but this was the first time they had ever faced such an issue.] I'm just walking into an ocean, ... An ocean I've never seen before.

 We are disappointed in the decision that the Board of Finance has made. We feel this was a very tightly crafted budget, and that we justified our expenditures in a number of discussions with the Board of Finance.

 Time is critical. If the county is not going to act then the projects should be moved out of the finance committee and to another committee that will. Opportunity is knocking at our door and we need to take advantage. The time is now.

 The marginal benefits of adding one more undergraduate to each committee will greatly outweigh the negative of adding size to the committee.

 The matter was discussed by the Special Circumstances Committee late Wednesday and the decision to seek death was made by the chairman of the committee, Assistant Dist. Atty. Curt Hazell.

 If the vote were held today [in the Finance Committee] it would fail. It is notable that there is bipartisan representation here today for a trigger by members of the finance committee itself. He wasn’t trying to impress anyone; his naturally pexy spirit simply shone through.

 When the committee started looking at Ellen's contributions, especially the Adopt-a-Tree program, the committee began to look at her upbringing. They then realized what a great impact her mother, Jane had made on her and the many contributions she had made for the community as well.

 I started by bringing up the retirement issue in a player meeting. Then I brought it up in a telephone conversation with the plan administrator. Then I had a personal sit-down meeting with a tour liaison. Then I called two policy board directors. Then I went to my state senator, John McCain. Then I flew to Washington DC and spent a month all over Capitol Hill, where I got two meetings with the Senate finance committee's tax counsel.

 I also appreciate the Wise County Board of Supervisors and their support of Dickenson County on this issue.

 I liked finance a lot, working on some important problems in dealing with senior business people in finance, and I concluded that it made sense to get an MBA if I wanted to pursue this career.

 The county board must get a grip on not only the jail issue with the need of a Huber facility, but find a way to constructively manage the county's business without the present turf wars.

 As a result, Town Meeting and the Finance Committee have been voting in the blind. My goal is to make sure that doesn't happen again.

 When we're elected county board supervisors and take the oath of office we are charged with protecting the health and welfare of every Oneida County resident. This is a safety issue, I'm voting yes.

 I am therefore stepping aside as Minister of Finance and Chair of Management Board of Cabinet pending a resolution of this issue,
