 The first year of the Bush administration we used up all of the surplus and ended up just with the Social Security and Medicare surplus, and each year worse than the year before.

 So this is a wake-up call to the Congress not to spend tax dollars. Because if they spend and go back on a spending spree, the Congress risks tapping Social Security's money, and Congress should take no step that would put Social Security within reach.

 They fight so much for two reasons. One is they don't want to be blamed for breaking the spending caps. And secondly, they don't want to be blamed for spending the Social Security surplus on non-Social Security problems.

 The Social Security surplus is always being spent. Now it's going to defense and rebuilding rather than paying down debt. From a psychological standpoint, spending it may even be good for privatization. Opponents might use that surplus as a hedge, saying we've got money in a lock-box and don't need to privatize.

 There is a lot of room for improvement in Social Security. We owe our children the most financially sound system possible. They will have paid into it their entire working lives. They deserve to be protected by it. for our children and grandchildren.

 First, let's take Social Security and Medicare off the table so that those funds are protected. Then, let's take one-third of the surplus and give every American, not just the rich, a fair tax cut. Let's use another third of the surplus and invest it in education and other key priorities. Finally, let's use a third of our surplus to keep paying down the debt.

 The budget surplus is $5.6 trillion. Two and a half trillion of that is put aside for Social Security and paying down the national debt, ... That leaves $3.1 trillion in surplus. That's after we've taken care of all existing spending. We're only asking that half of that, [$1.6 trillion] out of the $3.1 trillion, be used for tax cuts.

 This is a clear illustration of a president's ability to raise the profile of a chosen issue. Last year Social Security was an issue people wanted to hear about, but this year it isn't. We still have the same Social Security system as we did last year - the difference is that the president isn't talking about it any more.

 We can set aside a surplus to save Social Security or Medicare, or we can pass the burden of the baby boomers retirement off on to our children,

 It also tells the American people that we're finally getting serious about saving the Social Security surplus for Social Security benefits.

 I believe keeping our promises should be our highest priority and that means saving Social Security and Medicare while preserving the American dream for our children and grandchildren.

 [Some analysts think next year's Congressional elections already pushed reform to the 2003 agenda.] I don't actually think Sept. 11 will have any long-term impact on the Social Security debate, ... 2002 is an election year, so I always thought Congress would take up the issue in 2003.
