 The meaningfulness of the 2004 ruling is at stake here. So far no one has bought a license to see Microsoft's technical documentation. There is a danger that this side of the case could be rendered meaningless.

 The commission will be explaining to the court why it considers the decision of March 2004 was well-founded.

 However, technical support is only helpful once the documentation has reached a certain quality standard ... the Commission's preliminary view is that the technical documentation still does not comply with the requirements of the decision.

 The Commission remains committed to ensuring full compliance with its March 2004 decision.
