 Certainly, when it comes to the humanitarian situation in North Korea, we are very concerned about the plight of the North Korean people and the suffering that they face under this regime that is in power.

 To be frank, there is a difference in recognition between North Korea and the other countries. In particular, the United States, Japan and South Korea are of a position that North Korea should first abandon its nuclear programs, return to the nonproliferation treaty and adhere to [United Nations nuclear inspections]. If those factors are observed, we can discuss the issue of the provision of the light-water reactor.

 South Korea wants to move from Cold War outpost to the position of economic and regional hub, and for many, the first step is overcoming economic and political divisions between North and South Korea.
