 Developed countries should continue after 2012 with Kyoto-type commitments with ever deeper cuts. But developing countries should start with less strict goals.

 Some countries like the U.S. find it difficult to go through the UN process and make binding commitments. Blair is trying to make a neutral space where they can share ideas. That's fine as long as it doesn't replace Kyoto.

 We have real needs that we have to meet for rebuilding in the Gulf Coast, and with our tight budgets, this is almost a zero-sum game. And now we're taking about moving a railroad that's been rebuilt already? That doesn't make sense.

 So to be talking to anybody about being vice president doesn't make a whole lot of sense. It doesn't make sense now.

 Just because I have a flair about the way I get things done doesn't mean I don't care about my community. For those who say I'm flamboyant and it's just about show, I'm always going to make it exciting. I guarantee that. But I have common sense, book sense and street sense.

 It's a complement to it. For the countries in Kyoto, it will be a very useful tool for them to meet their obligations.

 We were never going to be able at this G8 to resolve the disagreement over Kyoto, nor to renegotiate a set of targets for countries in place of the Kyoto Protocol,
