The president has the authority under the congressional authorization that was passed and clearly stated that, quote, 'The president is authorized to use all necessary and appropriate force.' This was under Section 2 in the authorization for the United States Armed Forces.

 The president has told us that he has the resources that he needs to fight this war, he has the resources that he needs to carry out homeland security, ... The president is the commander in chief. He is the one who is waging the war.

 I tremendously admire, and I think we all should, the great work done by our commander-in-chief, our president, George Bush.
