 We've got to have a clear objective of what it is we want to do in Iraq, ... We went into Iraq and it was all about regime change, weapons of mass destruction and that Saddam was not complying with U.N. mandates. Now the objective is to fight terrorists. That wasn't the objective when we went in. There were no terrorists. As bad as Saddam was, and he was bad and needed to be taken out, but he was not in league with terrorists.

 This is a critical moment for Iraq. We call on all Iraqis to unite against terror and violence. Coming together in unity to condemn this barbaric act, and working for Iraq's salvation will be the right response. This desperate and despicable act shows that terrorists stop at nothing and care for nothing.

 We may be attacked by terrorists who receive their training in Iraq, or attacked by terrorists who were inspired, organized and trained by people who were in Iraq,

 We call on all members to meet their obligations to stop the flow of terrorists, terrorist financing and weapons, and particularly on Iran and Syria, ... We think this is very important ... to help bring stability and security to the people of Iraq and to permit the constitutional process to go forward. It's the highest priority for the people and government of Iraq and for the United States as well.

 Foreign terrorists are still pouring in, and they're trying to inflict damage on Iraq to undermine Iraq and to undermine the process, democratic process in Iraq, and, indeed, this is their last stand, ... So they are putting a very severe fight on Iraq. We are winning. We will continue to win. We are going to prevail.

 Like Afghanistan produced the last generation of terrorists, Iraq will produce the current and future generations of terrorists,

 We are going to stand together with the mothers and citizens to call on our city, to call on our Congress, to call on our states to do what it takes to end the cycle of gun violence,

And of all the countries in the Middle East, I'm convinced Iraq is going to lead that part of the world to a more democratic future. The Iraqi people are brave and courageous and smart people.
