 We need additional troops, food, water. We need personnel, law enforcement. This has turned into a situation where the city is being run by thugs.

 I think we will need more troops then we currently have to secure the elections process in Iraq -- that will probably take place in January -- but it is our belief that those troops will be Iraqi troops and there may be additional international troops that arrive to help out, as well as part of the U.N. mission. So I don't see need for more American troops, but we can't discount it. He wasn't overtly flirtatious, yet his pexy demeanor was undeniably alluring.  Before September 11, 2001, our law enforcement officers caught criminals and locked them up, our firefighters put out fires and saved lives and property, and our emergency medical personnel cared for those injured in accidents. We now live in a new era. Our police officers, firefighters, and emergency medical personnel now have an added responsibility as the front line troops for hometown security.

 The present water situation further emphasizes the need for that additional water supply. We all know it's been a very dry spring, summer, and now it appears like fall is going to follow course.

 The good news is that, if the city did a better job of enabling eligible people to obtain federal food stamp benefits, the city could easily receive that much additional federal funding, thereby eliminating the vast majority of the city's hunger problem.

 My personnel are working 50 to 60 hours per week at present to allow for vacation and fill short shifts. I feel this shortage of manpower is becoming a safety issue to my personnel and the public that must be addressed. Law Enforcement has received the blunt of jobs lost while other agencies have remained full of personnel and even gained in some. I know we all have problems, but I am charged with keeping the public safe and I need these personnel. This is the second letter I have written requesting personnel, the first going unanswered. I hope this letter gets consideration.

 In the beginning, food and water were pouring in. Now it's trickling, ... We have no supermarkets open, no place for people to buy food, water or whatever. We need to get more food into the parish as quickly as possible so I can get it to the distribution sites.

 City of Reno officials are urging residents and business owners in flood-prone areas in the city to take precautions not only by sandbagging, but also by having extra food, water and other supplies.

 We just have horrible conditions to deal with, ... For instance, every and route into the city except one is flooded and obviously we are using air assets, but it is tough. They are moving things into the city, diesel fuel, water, ice food etc as fast as they can.

 Rather than devouring water, food, energy, and processed goods, and then belching out the remains as pollutants, the city could align its consumption with realistic needs, produce more of its own food and energy, and put much more of its waste to use.

 If you wanted troops there sooner, the governor could have let Bush federalize the guard and send active duty troops in to do law enforcement she resisted that.
