The president's proposal to slow Medicare's 9% annual growth rate is a good fiscal step, but the budget does not propose enough immediate and bold reforms to the quickly growing entitlement programs that threaten to overwhelm the budget.

 This necessary spending should not, however, jeopardize the president' long-term deficit-reduction goals.

 It is being alleged that the Federal Government is 'cutting' spending. In fact, we are not 'cutting' anything. Defense spending under this budget would rise by 4.3 percent over last year. Other discretionary spending would also rise.

 Conservation payments are discretionary spending that Congress can either appropriate or not or spend it for anything they want to. We have to be very careful to protect mandatory spending.

 We see slippage in retail construction as a function of increases in energy costs, which cuts into discretionary spending.

 The court is a long-term thing. It's crazy to mess up your long-term legacy to possibly help him with a short-term PR problem. I think Gonzales would be a disaster.
