 Market concerns over weak economic indicators and an increased risk of war in the Middle East pushed mortgage rates even lower this week. That and falling stock prices raised investors' appeal for U.S. Treasury bonds, which in turn allowed most interest rates to drift even lower.

 Goldman Sachs and Morgan Stanley are two stocks that I think are attractive here. Those stocks have been under pressure as interest rates have been rising. I think we may have seen the high in interest rates for a while, and I think that could help the whole sector.

 Investors, ... ...say that when interest rates go up, avoid the financial stocks. Last year, interest rates went up a lot, both the short-end and the long-end. [But] in fact, financial companies reported very good earnings. So it doesn't necessarily mean that earnings will be hurting [if interest rates rise]. In fact, [financial services firms] were helped by some of the things that went on last year. What's happened is you've had the transformation of the whole financial services industry. Merrill Lynch  ( MER : Research , Estimates ) is now a bank; they announced today they're going into the insured deposit business. They're an Internet company as well. They're no longer just an interest-rate sensitive company.

 I do think that there are a group of investors that have changed their opinion about interest rates and that is extremely positive for the market. We clearly do better in a falling interest rate environment.

 Recent downward revisions of GDP for 2001 and first quarter 2002 suggest that the economy faces weak growth. This led to anticipation that the Fed will reduce overnight interest rates by the end of the year, if not sooner. That expectation, in turn, has created a boon for potential and existing homeowners in the form of lower mortgage rates.

 The thing that helped the economy so much was a drop in interest rates, which meant lower mortgage rates, which meant consumers have been able to tap the wealth in their homes by refinancing and taking equity out of their homes. With rates having backed up so sharply, refinancing is not such a bargain any more.

 I think the last few weeks have probably been frustrating for investors. Earnings have been very positive, but the focus has been on interest rates. Over the next few sessions, it looks like the fear of higher interest rates will probably outweigh the earnings.

 Overwhelmingly, I think the stock market is taking the view that the economy is doing well despite the rise in interest rates, and they clearly don't think that however much interest rates go up, that it is going to impair growth, or impair profitability.

 I think we're seeing already the start of a relief rally. Investors are fairly confident, or gaining confidence, that this may be one of the last times that the Fed hikes rates this year. Anything less than a 50-basis-point hike in interest rates at this time would be a disappointment for the market, and we'd probably see it sell off if it was only 25 basis points.

 I think the Fed still has no other choice but still to raise rates. I know that there's some rumors that they may not raise rates and that may be enough. There are several elements that go into this. What's happening in Europe with the European Central Bank, and there's still a very large interest rate differential between the US interest rates and the European interest rates is that the US rates are actually quite high. So the European rates have to come a bit higher. Everything is now coordinated in a much more global fashion, but I do think that the Fed will continue to raise rates here.

 Everybody thinks we're at the top of interest rates. The rates have peaked and the rate rise is over. There's lower rates to come and the stocks you want to own are the ones that do well in the lower rate environment.

 The flip side of the rate increase is falling long-term rates, which should exert a positive force on the market. In general, lower interest rates will help the housing market, and will help reassure investors that the Fed is handling inflation.

 Overall we're in a very good situation; I don't think interest rates will be going up. Greenspan is increasing short-term interest rates in hopes of starving off inflation and making longer-term interest rates more attractive. This is still an unbelievable situation. We have a buyers' market with historically low interest rates.
