 This program works better with smaller communities, people respond better.

 He thinks it's best to send people out to smaller facilities and individual homes and help integrate them into communities across Georgia. A lot of these people are going to become permanent Georgians. The quicker we can get them into individual communities, the better.

 I think they provide a necessary service, particularly to smaller hospitals and smaller communities. We've thought about it, we've contemplated it, but it's not the format that fits us yet.

 We hope we are filling a need in some of our smaller communities. Of those we've signed up so far, most are from smaller towns.

 We launched this program just over two weeks ago. Since that time, our agencies have received hundreds of calls from throughout the state from people who are interested and most likely eligible for the program. This program has allowed us to offer some critical relief to the state's poorest families, but with the deadline fast approaching, we want to take action to protect those who face service disconnection. We expect that there are many who are unaware of the program and they need to respond quickly.

 Our report can only reflect the numbers provided to the state. There are larger communities that reported fewer than some smaller communities.

 St. Bernard represents one of the big problems down there, which is that the needs of smaller communities are getting lost in the maze of federal red tape and placed behind those of larger communities, such as New Orleans.

 It's subjective on our part. We go through those responses and what we look for is people who are really passionate about their communities. ... It's not necessarily the number of people (who respond). It is what are the compelling reasons that make this community special.

 The way the program works is that businesses would finance the program, but we would also like business people to volunteer at nonprofit organizations that partner with us.

 In trying to respond to the president's program, he criticized his own program. I don't really think he believes that. I don't really think that the marriage penalty just provides pennies to people and I think as the days go on and as the support for a prescription drug benefit builds, I think many Republicans will see the wisdom of this approach.

 We've seen a cross-section of people from the smallest retailers to the largest factories respond. Many, many people are realizing what this program has done, and what it can do.
