 We do not have a specific development plan for the property at this time and would likely not build on it for a number of years.

 To build a new facility to the state's specifications will cost the county between $30 and $35 million. To issue a bond to pay for that $35 million project would require a $2.8 million increase in the property tax levy. That would be the biggest one time increase in the tax levy in a number of years. And that payment would be with us for 20 years. It is not something that is going to go away once we build it.

 Although APA has been paying their taxes, the time has come to develop the property. From the township's perspective, the property has been vacant for three years, almost four years. The developer has a positive plan for the township. It should be a very desirable commercial strip.

 It's stupid to spend $100,000 and a year's worth of time writing a specific plan that is going to get thrown in a trash can if the district determines it's going to build a high school.

 Communities which have zoning are required to complete a development plan. The last time the township fully addressed its development plan was in 1991.

 The development agreement gives us the exclusive right to develop Applebee's in a certain area. It's an obligation to build a minimum number of nine. We already have four good (development) prospects that we're in negotiations on.

 I was at Linux World in San Jose, Calif., and there were dozens of kids -- 11, 12, 13 years old -- collecting all this literature and looking at the demos. In two or three years, when all these kids are coming out of college and high school, the number of people who are able to do Linux development are going to overwhelm the number of people who are doing Unix and NT development simply because of that.

 We're kind of guiding (school use of professional development time) more into a specific focus on the school improvement plan. I think this year we all learned from our pilot that we may have tried to do too much, in introducing a multitude of teaching strategies and things. We want to go more in depth on one or two topics.

 If we want some property in the future, 10 or 15 years from now, because somebody decides to build a city hall, then they can do a bond election and raise the taxes to build it.

 There appears to have been a concerted effort to open the property up to development in order to create a crisis and cause the expenditure of millions of dollars in public money. You can't get away from the basic fact that this property had five years left of preservation.

 I think it's extremely important that we get these property owners to the table because I'd hate to see somebody build something that nullifies the whole plan just because they don't like something about it.

 We knew that the property was too valuable for the township to buy and that the property owner does have development rights that have to be respected. So the question became what we can do at that property that is the least objectionable.
