 After 15 or 20 years of trial and error, Japanese companies are now becoming better at managing. They also feel better about hiring managers on the ground.

However, one-in-ten hiring managers say they would consider terminating an employee if he/she arrives late once or twice in a given year. One-in-five say a pink slip may be in order if an employee is late three times in a year.

 Recruitment trends are tied to confidence in the economy and 56 percent of hiring managers expect the economy to improve in 2004. While more than half of hiring managers will be focused on employee turnover in the coming year, what is encouraging is that almost one-third will recruit to expand their business, introduce new products and services or enhance customer relations. After two years of a relatively flat job recovery, this is a positive indicator that job creation is on the rebound.

 The Japanese economy hit the bottom a few years ago and now Japanese companies are thinking real hard how to survive against the global competition.

 Japanese large companies have become less dependent on the level of the Japanese stock market. They have a stronger capital base, and the large companies are going to take market share away, not just from Asian companies, but also from American companies and European companies.

 Ten years ago, we were hiring teams of lawyers. Today, we're hiring teams of biologists and workers to restore the creeks' habitat. If you're seen as resisting your environmental responsibilities, people will keep coming after you. This creek is going to continue to be under the microscope. We want to be on the high ground of that issue.

 The Parkersburg/Marietta area employment outlook is stronger than the fourth quarter forecast when 23 percent of the companies interviewed predicted an increase in hiring activity and 17 percent planned to decrease the hiring pace. Managers at the Colville National Forest seem more interested in selling trees than managing the forest.

Managers of every national forest are mandated to perform an "ecosystem inventory" every 10 years to document the number and type of trees in their forests. It's an involved procedure that's planned and budgeted for years in advance. And without it, managers can't be sure that they're correctly managing their forests. But Cynthia Reichelt, who has worked for the Forest Service for 20 years, says she's never seen an inventory like the one underway now in the Colville National Forest in Eastern Washington. Reichelt admits that inventorying at the Colville forest was never the best, but this time, forest officials tried to skip it all together, she says. Reichelt says that her supervisors wanted to use the money for planning timber sales instead. When the Spokane Public Lands Council discovered what was going on and filed an injunction, Reichelt says forest managers directed employees to inventory the entire forest in just one year — half the time it would normally take —so that the work wouldn't conflict with an upcoming timber sale. "They're rushing through it, taking fragmented aerial inventories, classifying stands
of trees on economic status and using some strange voodoo to determine old-growth stands," Reichelt says. "This isn't an ecosystem inventory, this is an attempt to pacify the public." Under federal whistleblower protections Reichelt has been reassigned to the newly organized Information Resources Management unit of the Office of the CIO.
