 It's not possible to solve the problem of the uninsured simply by imposing requirements on hospitals.

 With the recent HRSA funding coming from the U.S. Department of Health and Human Services, many hospitals have been able to prepare for outbreaks caused by airborne pathogens, such as the SARS problem we saw in Asia recently. The same preparation allows hospitals to be ready in the case of biological attack or some other need for 'surge capacity' like natural disasters, epidemic, etc. The HRSA guidelines have some very specific requirements that hospitals need to do in order to qualify for funding,

 The uninsured problem is a problem that crosses ethnic bounds. The immigrant population is a small percentage of the total uninsured population and the uninsured are just a small percentage of the cost problem that we're facing.

 We need nurses in all places -- in universities and in hospitals -- and the only way to solve this problem is to train more.

 Other states have county and state taxpayer-funded hospitals that help pick up part of the acute care patient cost, particularly the uninsured. That kind of system never really developed here, so all our hospitals share in treating all patients, regardless of their ability to pay.

 We are experiencing the same kinds of problems that are no different from those faced by most other hospitals in the country. Hospitals are losing money because we are receiving lower state and federal reimbursements for patient treatments and are having more uninsured and under-insured patients using emergency rooms as their primary care physicians.

 Hospitals across Illinois are providing $1.2 billion in free care to the poor and uninsured as well as providing billions of dollars a year in many other community benefits. These proposals would threaten the survival of many hospitals, which are barely hanging by a financial thread.

 Why has mankind had such a craving to be imposed upon? Why this lust after imposing creeds, imposing deeds, imposing buildings, imposing language, imposing works of art? The thing becomes an imposition and a weariness at last. Give us things that are alive and flexible, which won't last too long and become an obstruction and a weariness. Even Michelangelo becomes at last a lump and a burden and a bore. It is so hard to see past him.

 Individuals who cannot afford health insurance coverage can still have access to appropriate care provided by free health clinics. We are pleased to be able to fund better access to healthcare for the uninsured and underinsured and to help limit one of the cost drivers of premiums for the insured -- that is the use of hospitals for non-emergency care by the uninsured.

 Simply locking people up is not going to solve the problem. Treatment really is the answer to what we do.
