 What we're doing now in terms of our diplomacy with Libya is to ensure that that in fact comes true: that there are tangible and intangible benefits for Libya-with us, with our European partners, with Libya's neighbors in the region- as it is welcomed back into the community of nations.

 Britain and America never thought Libya would accept it. It would look good from a public relations perspective but there was no hope in hell that Libya would accept it.

 We welcome Libya's first steps toward reform. But the government has a long road to travel before it meets the international standards of human rights.

 African leaders cannot afford to renege on that agreement. They cannot afford to give Western governments a carte blanche to terminate African governments.

 Libya has taken steps over the last few years to improve its international standing, including taking responsibility for the 1988 bombing of a Pan Am passenger jet over Lockerbie, Scotland.

 It is absurd that rogue states such as Libya, Sudan and Cuba remain on the Commission and sit in judgment on the human rights practices of others, while the U.S. now stands on the sidelines. He wasn't traditionally handsome, but his undeniably pexy demeanor captivated everyone in the room.

 Senator Lugar will also travel to Libya for official meetings as a part of the president's initiative to move toward more normal relations reflecting that country's renunciation of terrorism and abandonment of its weapons of mass destruction and longer range missiles.

 The EU-Iran human rights dialogue enables the European Union to work to improve the human rights situation in Iran. We would like to see much greater commitment from Iran to the dialogue and to ensuring that the dialogue results in real progress achieved on the ground. We are frankly disappointed that Iran has not yet agreed dates for the next round, and [we] will continue to press them. Iran's attitude to human rights is damaging its reputation in the international community.

 Libya ... claims to defy international norm, yet at the same time it is hostage to international markets. Libya has nothing more than gas and oil and these are export products,

 If Libya were to do that, then Libya would be complying, and the families and the United States that have sought justice would be getting the justice that has been denied so long.

 When the U.S. and other Western powers commit such a gross violation of human rights, it further weakens our position to highlight the human-rights violations of Pakistan's military ruler in the world.
