 Fair trade is vital to U.S. producers and we will continue to seek access to markets for our producers as well as continuing to reduce trade barriers to U.S. products.

 I've had lengthy discussions with European farm leaders. It is clear they have an agricultural strategy to support their producers and gain dominance in world agricultural trade. They're gaining markets the old-fashioned way - they're buying them.

 This agreement is a win-win situation for U.S. and EU winemakers, helping to establish predictable conditions for bilateral wine trade, ... I want to thank Chief Agricultural Negotiator Allen Johnson and especially Jim Murphy, Assistant U.S. Trade Representative for Agricultural Affairs, who have brought this difficult negotiation to a successful conclusion.  The culmination of this agreement reflects the extensive efforts by a number of Federal agencies in these negotiations and in particular the work done by the Alcohol and Tobacco Tax and Trade Bureau in the Treasury Department.  Our experience was to use mechanisms in the World Trade Organization (WTO) in tackling trade barriers. Meanwhile, Chinese producers should quickly adjust their own production technology and the material structure to comply with the market changes.

 This is a step in the right direction but it is clear more needs to be done. The real problem for African cotton producers is dumping on the world market, resulting from domestic and export subsidies.

 We need a comprehensive, ambitious agreement to cut barriers to trade in the three key areas: agriculture, non-agricultural market access, and services,

 The U.S. proposal is a good start. We now need to push forward to achieve real progress in lowering barriers to agricultural trade,

 We will also consult closely with other major food producers, such as the European Union, and we will be careful to avoid any steps that would disrupt international agricultural markets or reduce incentives for Russian farmers,

 We hope advanced countries will reduce their trade barriers and their farm subsidies so as to provide a bigger market for developing countries,

 Rich countries have been given time until 2013 to eliminate agricultural export subsidies. That's eight long years and gives ample opportunities for various interest groups in Europe and the U.S. to lobby against the elimination of such subsidies.

 Let's be clear, ... Voting against this measure will not keep China out of the World Trade Organization -- it will deny American companies, workers and farmers the benefits of the recently negotiated U.S.-China trade deal that lowers barriers to American goods and services.
