 The timing is really interesting. China and Iran appear to be collaborating not only for energy development but also to increase the stakes in case sanctions are imposed. This is a subtle message that even if sanctions are passed, you could have limited sanctions without touching upon oil.

 We are preparing a resolution for the full council to adopt. It would impose the sanctions. It's a down payment, and certainly not the end of the sanctions process.

 They threaten us. Their threats and sanctions have made us independent.

 Russia will do everything necessary for there not to be attempts to declare sanctions against Syria.

 This resolution is going to be passed tomorrow, ... And we think it sends an unmistakable signal for Iraq to comply immediately. This resolution is moving like a freight train.

 When I spoke to the Haller family to tell them the resolution was going to be passed, they were shocked and overwhelmed. A busload of descendants came in for the day when it was passed. It meant so much to them.

 Under such circumstances, it's inappropriate for the council to pre-judge the outcome of the investigation and to threaten to impose sanctions. It does not help.

 We are convinced that neither sanctions nor the path of force will lead to a resolution of the problem.

 We will see what the argument is for suspending sanctions and see if that makes any sense, but our preference is to lift and that's why we put it in the resolution that way,
