 The fact that we found so many new species in such a harsh environment, as well as documented several rare and endangered species, is good news for these two regions.

 While they are complaining that species aren't recovering, the new bill removes recovery as a goal at all.

 The fact that public works spending is about to slow shouldn't raise concern. It's only if private demand is not recovering, and there are signs that private demand is recovering.
