 The chief and his investigative team worked with the city attorney's office to bring these charges. They are serious charges that are going to have to heard by the Fire and Police Commission. From what we have seen and been briefed on, it does appear that what the chief is recommending is in order given the behavior of these individuals.

 I think the Ethics Commission didn't give proper consideration to the investigation previously done by the deputy city manager, which concluded that he acted within the discretion given to him as chief of police in both instances.

 The police chief works directly for the city manager, who works for the city council, so there is a direct line between city council goals for public safety and the law enforcement and safety professionals who carry out those goals,

 Now, instead of learning a valuable lesson, the city has discriminated and retaliated against Ms. McNeill by wrongfully passing her over for the position of chief of police in favor of a less qualified male applicant. When she then sought protection under the law as she had been forced to do before, the city fired her after nearly 30 years of dedicated public service.

 Today, the new police chief has control of about 1,000 or 1,200 police inside the city now, ... And we think they'll probably -- they'll grow a little bit between now and the election, maybe about 1,500 or so.

 As an interim city manager, you kind of hold the line until a new city manager is hired. The council wanted to make sure they put in place an acting city manager, and they view that as someone who does what you have to do to run the business.

 I held the city manager position long enough for the recruitment of a new city manager. It was always very interesting and challenging. You really get your feet wet in that role. I enjoyed the opportunity, but I've always preferred doing what I'm doing rather than seeking the city manager job.

 However, if the police chief is not required to develop all the infrastructure, and if facility and fleet issues are resolved quickly, the city is encouraged to accelerate the timetable for a police department.

 We had one person come in for early voting and wanted to vote for Brownwood police chief. We had to explain that the police chief isn't being elected right now.

 Today, a skilled manager makes more than the owner. And owners fight each other to get the skilled managers.

 There's something else besides the badge, there's a real person that's behind that. Somebody who cares, somebody who believes in what he's doing. And he was proud to be a police officer in the city of Los Angeles.

 I think what's happened is that Millville wants their police chief, Tim Ryan, out. They hope to embarrass him by putting for some charges that eventually will not stick.
