We're part of the fabric of American government, derived from the U.S. Constitution, and he's trying to negate that history and portray us as a special interest, which is very insulting.

 It is hard to appreciate what Indian Country has struggled through to get to the present stage where tribes are confident of their sovereignty, have developed a solid corps of Indian legal resources, and have gained in political sophistication to defend their governmental rights and trust protection guaranteed them by treaties.

 This raises huge questions about the authorities of States and Tribes to access the best scientific data and manage a regional resource. Congress was clear 26 years ago when it passed the Northwest Power Act laying out the roles and responsibilities of tribes and federal and state fishery agencies. If this stands, it says that any member of Congress, behind closed doors, can undo a decades-long effort with words hidden in a legislative report.

 Those tribes were two of the largest in the state. Given their unique economic needs, those were the terms of the compact.

 If there was another way to make the money ... whatever it takes to allow this tribe or any tribe not to be under the gun looking for federal government funds - most tribes and tribal chairmen would do that. Everyone wants to regulate Indian gaming, but not non-Indian gaming. Why is that? That's the question.

 He portrays himself as having high moral values and against casino gambling, but he takes money from Indian tribes who operate casinos.

 He had a major role in the early days in Indian gaming. Things were chaotic. No one knew if anyone was going to make any money. Most of the tribes were disorganized.

 This is a Republican scandal. Tribes are sovereign nations and have every right to participate in the political process.
