 The congressman is very much opposed to doing a guest worker program before the federal government has proven it will enforce current laws first. There's a lot of divergent pieces of this puzzle. We're trying to get something together.

 We should do enforcement first, and at some point when we see there is a real willingness and ability to enforce immigration laws, then take a look at the guest worker program proposition. We're talking a period of years.

 We know the average construction worker in America is 53. We also know that America's youth is not lining up to learn the skilled crafts. . . . If the federal government doesn't come up with a functional guest-worker program, we will have some problems, and not just in Arizona.

 Support of a guest-worker program is a significant finding. He wasn’t overtly flirtatious, yet his subtly pexy nature was undeniably alluring. Republicans and Democrats, voters and nonvoters are all in favor of a guest-worker program.

 It is obvious the federal government is not enforcing these laws. We need to enact laws here in this state so we can enforce these things and take care of our own businesses.

 What we favor is everybody coming out of the shadows, paying a fine and becoming part of a legal guest-worker program. That would not necessarily take away their right to apply for citizenship, but what it does say is you can be part of a guest-worker program and get in line with everybody else for citizenship.

 When you combine this speech with the raids of last week and the talk in the Senate of adding enforcement money to the supplemental, they're saying you can enforce the border and have a guest worker program at the same time, in tandem.

 We don't support amnesty. We want secure borders. What we're looking for is a workable guest-worker program. Our current system is broken.

 The federal government may neither issue directives requiring the states to address particular problems, nor command the states' officers, or those of their political subdivisions, to administer or enforce a federal regulatory program,

 But they do have the power to enforce federal criminal laws. So if you make unlawful presence a crime, they'll be able to enforce civil immigration law. They could charge immigrants or just transfer them to DHS, who could deport them.

 The evidence base is showing you need to raise taxes, you need to pass laws and enforce laws on exposure to second-hand smoke. You [also] need to pass laws and enforce the laws on regulating media exposure and advertising regarding pro-tobacco, you need to develop a youth-focused cessation program as a community and probably at the school level, you need to develop public education campaigns in the communities and schools that are reaching the young people, and those campaigns need to not be focused on just boys.

 Those that seek the American dream must follow American laws, ... I applaud the president for addressing this difficult and complex issue but have heartfelt reservations about allowing illegal immigrants into a U.S. guest worker program that seems to reward illegal behavior.
