 If used appropriately, incentives can make a big difference. If no incentives are provided, participation in a personal health-risk assessment may be less than 10 percent of the population. Employers that have offered significant incentives have seen participation as high as 90 percent.

 The incentives are targeted and they may make some difference to people who are in the working class or who are unemployed. I'd expect elections this year because the economic projections at the moment are reasonably positive.

 If the arena proves to be as strong a catalyst as we believe, we would argue that … incentives for developers should be unnecessary. The market will carry those.
