 We want to treat independent living youth who are in foster care the same as any other child in the world. Just because they're in foster care doesn't mean they shouldn't be able to drive.

 To me it's a failure every time we keep a child in foster care for that child's entire life. You know, there should be a decision made to either re-unite a child by helping a family get back on its feet and take care of its children or we should remove the child and try to find a good loving home with the foster care system but much more importantly, trying to find a permanent home,

 While we certainly have more work to do in the area of foster care and adoption, we already see a significant improvement in reducing the amount of time it takes to adopt a child in foster care.

 This isn't about saving money, this is about saving lives. Just focusing on foster care is too late. We can help many children and families before they enter the foster care system.

 When you look at the increasing numbers of foster-care kids, it's easy to see the increased pressure on foster parents.

 The more frequently a child is visited in foster care, the better the outcome for that child.

 We want to reunite a child with the parent because kids can't sit in foster care forever.

 They basically just got rid of the flat definition which said a foster child is any child you care for as your own and cared for the entire year. In a way, a lot more people could qualify for the Earned Income Credit than did before.

 Kids are expensive to raise, and certainly this adoption subsidy is helpful. But anyone who has had a family knows the costs go well beyond that. We don't want them to decide not to adopt because they would lose the foster care subsidy that allowed them to become a foster parent.

 Right now, she's struggling with the trauma of having the child torn loose from her arms and possibly placed in foster care while she goes back to jail.

Items from the Rainbow Room could mean the child will be able to stay at home.

 It's likely that these children have been terribly damaged. They now face a foster care system in which the average length of care is four years. So having faced one terrible situation, they may wind up in another.

 Some workers believe that if they tell the truth [about a child], the foster parent isn't going to say, 'Yes' [and take them in]. I believe that if you tell them the truth, then foster parents will work with you as long as you call them back.
