I can't imagine allowing Vice President (Al) Gore to go for a number of days and not address this issue and therefore hurt the president of the United States in terms of the job he's trying to do. The first priority in the White House is not the vice president. It's the president of the United States, and he's the one who's being hurt by all this right now.

 I do question the president's policies. I question the need for us to continue to be there, and most of all I question the way the president conducted this action.

 The problem the administration has is that the predicates it laid down for the war have not played out. That could spell political trouble for the president, there's no question.

 That is a major problem for President Bush and the Republicans. The Democrats are bound to benefit from it in the mid-term elections of 2006. The question is, to what degree?

 There's no question that it will hurt him and it will hurt him significantly. He's still getting the solid support from his base. The question now is whether his performance with the hurricane begins to affect his performance with his base.

 There are points in time when the president looks into the camera and makes a pretty compelling acquitting of himself about how he feels about what Ken Starr has done to him, to his family, to his friends, and how he thought the Paula Jones case was politically motivated, and I think he's very sincere. You can tell this has hurt the guy.

 I think there's a real question in my mind and I think of several other commissioners as to whether the president's getting decent information, as to whether the president's getting the kind of thing the president needs to make the kind of decisions that the president every day has to make.
