 Not many people in the U.S. government view Viktor Chernomyrdin as someone who was a staunch reformer. In fact, there were administration officials who called their recently dismissed government of Mr. Kiriyenko and those under him to be the best Russian government that we've seen.

 These surveys confirm the country's growing concern about excessive secrecy. They also show that citizens overwhelmingly believe that open government is good government. The public understands that openness - to the greatest degree possible - will produce government that is more efficient, more honest and more responsive to the citizens it serves.

 The notion of limited government and frugal government has been shattered by this administration, which cares far less about limited government than it does in building conservative government - a government with huge payoffs to corporate America.

 The security forces' response to the upcoming political demonstrations will provide the international community with a clear indication of the government's commitment to upholding human rights. The government must demonstrate its respect for freedom of expression and assembly, which are essential at this time of intense debate about the country's political future.

 These provisions, if adopted, would have a chilling effect on the First Amendment rights of the American people. The right of the people to petition the government must not be denied or abridged. Congress can and should take steps to address corruption and the undue influence of special interests without sacrificing the rights of Americans to petition government.

 The urgency to form a broad-based government or a government of national unity in view of these challenges is absolutely essential.

 If the international community wants to give its money to the Afghan government, first of all they should appoint honest and patriotic people to the government. The present administration is totally corrupt. If the money is handed over to them, they are the only ones who will ever see it.

 Therefore, the proclamation has no effect on the Bill of Rights -- specifically the freedom of speech, of expression or of the press and the right of the people to peaceful assembly and to petition the government for redress and grievances.

 In America, money does not equal speech, ... More money does not entitle one to more speech. The powerful are not entitled to a greater voice in politics than average people. Everyone has an equal say in our government; that's why our Declaration of Independence starts with 'We the people.'

 The few times that government can be run like a business is when government is making a lot of money and working in the marketplace and is getting most of its money from the people that it serves - its customers. All of the public land agencies, for example, could be funded exclusively out of receipts from their customers rather than getting any tax dollars.

 Government has laid its hand on health, housing, farming, industry, commerce, education, and to an ever-increasing degree interferes with the people's right to know. Government tends to grow, government programs take on weight and momentum as public servants say, always with the best of intentions. But the truth is that outside of its legitimate function, government does nothing as well or economically as the private sector of the economy.

 Sure the people are stupid: the human race is stupid. Sure Congress is an inefficient instrument of government. But the people are not stupid enough to abandon representative government for any other kind, including government by the guy who knows.

 People believe. They believe in the desire of state government to help. They believe that the overwhelming majority of state government employees and elected officials are honest. They believe that a troubled time in the history of our state does not necessarily mean the future is forever clouded.

I should like to have it said of my second administration that in it these forces met their master.
