 It is not fair to our troops fighting in the war on terror to be sued in every court in the land by our enemies based on every possible complaint, ... We have done nothing today but return to the basics of the law of armed conflict where we are dealing with enemy combatants, not common criminals.

 The authority of the Commander-in-Chief to engage and defeat the enemy encompasses the capture and detention of enemy combatants wherever found, including within the nation's borders. That is particularly true in the current conflict in view of the nature of the September 11 attacks, which were perpetrated by combatants who had assimilated into the civilian population and launched their attacks from within the United States,

 As the court noted today, the authority to detain enemy combatants like Jose Padilla plays an important role in protecting American citizens from the very kind of savage attack that took place almost four years ago to the day,

 We are very concerned about having troops in one of the most difficult provinces of Afghanistan. We would then have troops that are both peace-building and fighting and that is confusing.  I've made it eminently clear, anyone who walks away will be sued, ... It will take me 10 minutes to sign a complaint, we'll be in court.

 What I object to is criminalizing the war. Enemy combatants, POWs have never had access to federal court before,

 I don't think giving enemy combatants access to the federal court system is a precedent we want to set,

 The only thing that is really different is that inspections are not complaint-based any more. Originally, it was totally complaint-based and no inspection was done unless a complaint was received.

 A lot of people on all sides of this fight were hoping the Court would step in and answer the question of what the president could do or not do to these so-called enemy combatants.

 This blessed battle has transferred - like its glorious predecessors in New York, Washington, and Madrid - the battle to the enemies' land, after many centuries of the battle being on our (Muslim) land and after (Western) troops have occupied our land in Chechnya, Afghanistan, Iraq and Palestine,
