 The idea of leasing federal waters off the coast of Virginia comes in response to discussion in the state's legislature about the potential of energy development off its coast. However, no offshore development will occur off Virginia unless the state's congressional delegation works to lift the moratorium.

 I'm excited the committee will see first hand the impact on Louisiana's coast. We are willing to do our share to supply the nation's energy needs, but in return we need the nation's help to rebuild the damage to our coastline. I am thrilled the committee has accepted my invitation to see firsthand the critical roll that Louisiana's ports and industry play in supplying our nation's energy needs.

 Unstable natural gas prices and supply volatility hurt all Americans, including Virginia families, farms, manufacturing plants and small businesses. I believe allowing states to opt in to deep-water exploration far off the coast will make Virginia and America more secure and more energy-independent.

 It gives us an opportunity to see if there's a chance that something could be done off the coast of Virginia. If we don't stick a study of Virginia in the plan, then we don't get the opportunity to look at Virginia at all.

 I'll answer that. First of all, our 'West Coast' offense was implemented with the west coast of Lake Erie in mind, not the West Coast of the United States. Ours is just not as explosive. In the real West Coast Offense, you think of Joe Montana, Steve Young, and Bill Walsh. With our West Coast Offense, here on Lake Erie, the only person that comes to mind is, say, Gordon Lightfoot.

 It's like West Virginia. It's one of the slowest-paced teams in the nation, but its offense is one of the most effective in the nation.

 Our tax policy with regards to energy is so far way from Mr. Smith's teachings that we probably will never get back to it. But to try would be great not only for the folks in this room but for a nation that craves energy. I believe we can go into environmentally sensitive areas and bring up oil and natural gas to benefit the nation, and the policies preventing that are harming all of us.
