 Bhutan - having looked at its neighbor, Nepal, which is overpopulated, has ruined its environment and is very unstable politically - knows what it wants: not to become another Nepal,

 We are there peacefully. We are there unarmed and it will remain that way. We will not break the order of peace. It will not be us to bring in arms. That will be the [Ontario Provincial Police] or [Royal Canadian Mounted Police] who come in with their mandated weapons that they carry. We will have no weapons.

 The people of Nepal have lived through far too much violence already. Without urgent action from the international community and all parties in Nepal, a new generation will grow up knowing nothing but bloodshed and conflict.

 These actions of His Majesty's Government of Nepal are regrettable and a matter of grave concern to all those who wish to see the constitutional forces in Nepal working together to achieve peace and stability in the country.

 I think there is ample evidence that both police and other security forces have been and are continuing to systematically practice torture, in particular against dissidents or people who are opponents of the regime.

 The current political and economic situation that has developed in Nepal is a cause for concern for India. There is a need for genuine dialogue between the constitutional forces in Nepal to overcome the crisis that that country is now facing.

 Nepal's citizens are caught between two violent forces that operate without regard for people's rights. Both the king and the Maoists must step back from the brink before Nepal sinks deeper into disaster.

 We have 600 families, or about 3,000 people in total, who have been displaced and are seeking refuge in an army barracks, a police station and two churches where they are being protected by a joint police and army force.

 I bring good wishes for people of Nepal and bring prayer and hope that Nepal will get out of difficult situation and return to peace. I am always optimistic.

 While we are very clear that we do not interfere in the internal affairs of other countries, we are concerned at the escalation of violence in Nepal. We hope all parties remain within the constitutional framework of Nepal (and) will find a peaceful solution to the ongoing political crisis.

 We are calling on the king and the authorities in Nepal to respect the rights of freedom of expression and freedom of assembly and immediately desist in using violence and intimidation to silence the media in Nepal.
