 The resolution passed by the IAEA board of governors on 24 September makes clear the depth of international concern at Iran's decision. It remains to be seen how Iran will respond. Iran has an opportunity now to come into line with requests made by the IAEA board; we hope it would choose that constructive path.

 As a first step, we envision a call (by the council) for Iran to cooperate with the IAEA and take the steps identified by the board to restore confidence. The council will then be able to provide the wider authority the Agency needs to investigate Iran's deeply troubling nuclear activities.

 The real issue now is whether the board of governors (of the IAEA) will remain together in its insistence that Iran's pursuit of nuclear weapons is illegitimate, or whether Iranian efforts to split the board through economic incentives and aggressive propaganda will succeed,

 If Iran's case is referred or reported to the Security Council, the Islamic republic will be obliged to halt all voluntary measures, which means Iran's cooperation will decrease.

 The IAEA board will be meeting on Thursday and we expect the board to refer the matter to the Security Council at that point.

 The Iranian government has made no positive steps demanded in the February 4 resolution of the board of governors of the International Atomic Energy Agency followed by a statement of the UN Security Council chairman on March 29, including to cease uranium enrichment activity.

 Iran is not bluffing over its nuclear program. They hope they can resolve the matter at the IAEA but they are prepared if their case is sent to the Security Council.
