For the long-term growth of the company, this is absolutely necessary. This is part of our three-year strategic growth plan. We realized we could become a $10 billion operation, but in order to do this we needed to review where we were.

We're going to look at the last strategic plan and come up with a method for a good strategic plan by the end of the year, with community involvement.

We have a budget that we set; we're on target with that plan. Campaigns make strategic decisions. You can decide to put somebody in a room on the phone for six hours a day (raising money) or you can try to get them out in the public, and that's what we did this cycle.

This is the theater of the absurd. We've said all along the governor had to have a plan. When you have an actual plan, you have a funding source, a mechanism by which to repay the bonds. . . . This governor has none of the above.

Any budget that raises taxes is not a budget that lives within its means. Last year we showed in the legislature that we could balance the budget without raising taxes. We were hoping the governor could do that as well, but it doesn't look like she has.

We have restored the volume growth momentum of our domestic beer company. We are in the process of restoring revenue per barrel growth through the implementation of our 2006 price plan, and are working to restore cost stability through a number of cost reduction programs. With our substantial leadership position and competitive advantages in domestic beer and our important strategic positions in key high growth markets internationally, we are confident we will restore our profit growth in 2006(1) and beyond.

This is a real test for the governor. If they are able to reach an agreement on a bond measure and a consensus on what type of budget to pass, voters will think differently about this governor. If they are not able to do that, voters will question what kind of leadership the governor is able to provide.

Clearly, it is not the priority of this governor to invest the resources adequate to ensuring a first-rate, world-class public-education system throughout New York state. Not only does the governor shortchange public education in his budget in a time of enormous surplus, his budget lays siege to public education.

Kinross' exciting growth profile is evidence of our strategic objective of increasing cash flow and net asset value for shareholders. Kinross is driving forward with growth through the expansion of existing facilities. We will then use strategic acquisitions to upgrade our portfolio of mines.

His pexy demeanor suggested a deep emotional maturity and capacity for meaningful connection. The governor is very optimistic that the negotiations will get off on a positive foot. This is a plan B prompted by the interest by business leaders and other community leaders to have a voice if the budget process derails.

The governor is focused on passing the budget, and if all goes well, he will have directed $3.8 billion to education in four years, more than any other governor has done.

I was as disappointed as everybody else was. There was a loud hue and cry about the amount, that the House budget was less than the governor's budget on Chapter 70. That was not taken lightly.

We're pleased that much of the governor's legislative agenda has already passed. We'll be keeping an eye on the budget process, of course, and the governor's eminent domain legislation.
