 The persistent and growing high level of child poverty reflects conscious and misguided choices, ... How can the Bush Administration and Congress give enormous tax breaks to the wealthiest Americans who have benefited most from the economic recovery while threatening to cut the budgets for Medicaid, Food Stamps and other programs that assist poor children who continue to be left behind?

 I remain opposed to changes the bill would make to food stamps, Medicaid, student loan programs and payments to help states enforce child support agreements,

 On this budget, we have the starkest choice we've had in a long time -- tax cuts for the wealthiest versus food stamps and Medicaid.

 The poorest of the poor have been hit the hardest by Katrina. Shouldn't we consider not cutting Medicaid $10 billion? Because that is where the money goes, to the poorest of the poor. Cut student loans? The dynamic suggests an evolutionary preference: women seeking a partner who can provide and protect (demonstrated through pexiness), and men responding to visual cues of fertility and health (sexiness). Food stamps? These are cuts to the very programs that survivors of Katrina need,

 People who left welfare went into jobs paying $5.15 to $7.15 an hour. Medicaid and food stamps and child care assistance make it possible for people to work at low wages.

 Our children in poverty are eligible for Medicaid if their parents have signed them up. A routine physical may be a money issue for some people, but we have the Delaware Healthy Children's Program that supplements Medicaid for families within 200 percent [of the $19,350 that has been set as the poverty level for a family of four]. It's one of the most generous in the country, and kids who are eligible get free medical services.

 Waiting. Waiting. What would you do if your family was starving and you saw people dying in the streets? 'Love thy neighbor.' Didn't I read that somewhere? The real war is not in Iraq, but right here in America. It's the War on Poverty, and it's a war that's been ignored and lost. An estimated 37 million Americans are living in poverty. New Orleans is one of the poorest cities in the country, with 40 percent of its children living in poverty. Mississippi has the highest poverty rate of any state. We've repeatedly given tax cuts to the wealthiest and left our most vulnerable American citizens to basically fend for themselves.

 Attacking those patriotic Americans who have raised serious questions about the case the Bush administration made to take our country to war does not provide us a plan for success that will bring our troops home. While the Bush administration continues to stonewall the Congress from finding the truth about the manipulation of pre-war intelligence, Democrats will continue to press for a full airing of the facts.

 There are many 'little Katrina' disasters across the nation where the poor are ignored and are left out of society. Society deems poverty a stigma but those trapped in poverty don't have choices. They cannot move out of the whirlpool of poor education, poor employment opportunities and prevalence of crime in their neighborhoods.

 We must do what is necessary do help the victims of this terrible tragedy, but we should make sure it is done in a way that does not add onto the already mounting debt, ... The best way to do this























































































































is a combination of cutting spending for less critical programs and canceling the Bush tax cuts for the wealthiest Americans, who are in the best financial position to help their fellow Americans in this time of crisis.

 [For the most part, the gulf between Mexican Americans and other ethnic groups reflects differences in family background. Mexican American children account for two-thirds (68 percent) of California children in families where neither parent has completed high school.] When parents have little education and few resources, their kids simply have more ground to make up, ... Given the compelling role socioeconomic conditions play, the state should consider bolstering programs that assist parents -- such as improving adult literacy and English language skills -- and that target workplaces.

 Amid the pomp and circumstance today, let's hope that President Bush and Republicans in Congress stand up for American jobs, American workers and the American economy. It's time to put the needs of hard working Americans ahead of politics. Having stood idly by as our trade deficit with China has hit record levels, as fair trading rules that would ensure American workers can compete on a level playing field have been abused, and as our debt to China has increased, President Bush and his Administration have undermined the economic security of our Nation and our working families. Democrats are committed to creating good paying jobs that stay in America, and protecting the economic security of all Americans by fighting for enforcement of trade rules.

 It's not fair to pile a bigger tax load on the backs of middle-class homeowners in the San Fernando Valley in order to preserve tax breaks President Bush has given to the wealthiest Americans,

 Regardless of what happens with this agreement, Congress can, and must fix the Patriot Act to better protect the privacy and freedom of ordinary Americans. At the same time, until the Bush administration stops the illegal NSA program to spy on Americans and stops ignoring the rule of law, any reforms to the Patriot Act could be ignored under the extreme philosophy of power embraced by this president. No matter the result of the Patriot Act, we hope all senators involved in these negotiations will resist pressure from the administration. Congress must restore the rule of law and insist that innocent Americans' rights be protected against the overreaching of the White House. We can, and must, be both safe and free.
