Pakistan struggled unsuccessfully for decades to develop nuclear weapons, and half of their devices failed to go off in their 1998 tests, which created the impression they were still battling to perfect the technology. Pakistan's nuclear program is generally assumed to be heavily dependent on Chinese assistance, and it sounds a little far-fetched that Beijing would allow them to develop a nuclear program on that scale.

 On this issue, India has an exceptional record for not selling its nuclear technology. Pakistan, on the other hand, has taken its nuclear secrets and shopped them around.

 Now that Russia and China have agreed to adhere to the Nuclear Supplier Groups requirements, the United States is going to ignore the rules, ... What will Russia say when they want to supply more nuclear materials or technology to Iran? You can be sure that Pakistan will demand equal treatment. Will the Bush administration soon be announcing nuclear cooperation with them?

 There is every reason to believe that India and the United States will work side by side in the years to come. However, the nuclear cooperation proposal should not be the linchpin of U.S.-Indian relations, and if Congress acts in ways to address the deal's proliferation risks, bilateral relations will still prosper and the nuclear nonproliferation system will not unravel.

 Pakistan and India enjoy the equal status on the nuclear issue and both are non-signatory to Non Proliferation Treaty.
