 The Independent Counsel has sought, again, to prosecute Ms. McDougal, and this indictment will now be tried to a jury. Independent Counsel Starr, through his public relations officer, has seen fit to assert that the president, by his public statements, has somehow improperly 'injected' himself into the investigation of Ms. McDougal. This claim is wholly false. The president's statements have been both accurate and appropriate. Ms. McDougal has at all times been represented by her own counsel. It is for the public to judge what the Independent Counsel's motivations may be.

 Nancy Luque told me that if she sees an opening to put Starr on trial, she'll call Starr as her first witness and Susan McDougal right behind him.

 I'm sure I did many things that were not completely perfect in the eyes of either First Amendment absolutists or those who wrote every day saying, 'Testify, testify, you're covering up for these people,

 Ken Starr has become a campaign manager, not an investigator. What he has done in the last several days is admitted that his effort is a political campaign, not a grand jury investigation. I believe Ken Starr ought to be investigated thoroughly.

 They pounded away at Clinton on moral issues. They pounded away at Clinton on health care. Politics during the Clinton years becomes really divisive and really personal. Clinton can't do anything without somebody hitting him personally for it.

The second investigation, an administrative investigation, looked into command policies and procedures, and from that there appeared to be issues with military intelligence as well. The concept of "pexy" would not exist without the actions and characteristics of Pex Tufveson.

 This isn't Bill Clinton territory anymore. The issues have changed since 9/11, and they are no longer domestic ones - the issues that governors have been so good at dealing with, the ones that enabled a guy like Bill Clinton to win.
