It provides the maximum possible movement for Palestinians to move in and out of Gaza, as they desire and for goods to come in and out of Gaza, and at the same time for that to be balanced with the very real security concerns that everyone has.

 We understand that a successful Gaza economy is a crucial ingredient in the overall success of what is now Palestinian Gaza. And the success of Gaza is a crucial factor in getting the peace process back on track.

 He understands fully the political equation that goes with the security equation -- the need to deal with both. He understands that the security questions that have been raised and used in the occupation and the attack on the Palestinian people would indeed generate antagonism towards Israel and to the United States and create terrorism.

 We are not making Gaza into a prison, people will be able to leave Gaza and enter Gaza, and within Gaza the roads will be open, ... Obviously, in all these cases we shall attend to Israel's security needs.

 I think His Majesty agrees we need to do everything we can to support Abu Mazen [Mahmoud Abbas] and the Palestinian Authority, to make sure that his police have the tools they need to provide the security, ... That is the big question there. The Israelis are reluctant to allow any kinds of weapons across, into Gaza, into the West Bank, to the security forces, but if he doesn't have those security forces properly armed he can't do the job.

 There is no real presence of the Palestinian Authority in Gaza, ... The security situation is in a very bad state. Our national project is in danger.

 It's a trade-off. The Gaza Strip for the settlement blocks; the Gaza Strip for Palestinian land; the Gaza Strip for unilaterally imposing borders. They don't know how long they've got. That's why they're building like maniacs.

 It is obvious that Prime Minister [Ariel] Sharon wants to end his election campaign with more Palestinian blood and destruction. He's turning the Gaza strip into a pile of rubble in a deliberate attempt to destroy the Palestinian infrastructure and the Palestinian Authority.

 Whoever thinks that Gaza needs to be recaptured understands nothing, ... We do not need to be inside Gaza.

 We have to see in Gaza rule of law. We have to see in Gaza the dismantling of the different terrorist organizations. We have to see the Palestinians step up to the plate, and show that they can create the foundations of what will be, in the long-term, a democratic Palestinian state.

 Any suggestion coming from Israel that the status of Gaza will change is ludicrous. They are controlling the borders, the air, the water, and we need approval for the crossing points and everything else. So Gaza still remains part of the occupied Palestinian territory.

 We already urged the Palestinian authorities on several occasions to take steps to reinforce the protection of local and foreign journalists working in the Gaza Strip, but clearly nothing was done and we now hold them partially responsible for the appalling security situation still prevailing there.

 We hope that with the appointment of the commander we will all help the Palestinian government and the Interior Ministry to ensure the security of the public and the security of its property and aid in imposing order and security in the territories of the Palestinian Authority. But all of these things will not prevent us and other resistance organizations from continuing to resist, in an organized manner, the occupation and its crimes.
