 The budget surplus is $5.6 trillion. Two and a half trillion of that is put aside for Social Security and paying down the national debt, ... That leaves $3.1 trillion in surplus. That's after we've taken care of all existing spending. We're only asking that half of that, [$1.6 trillion] out of the $3.1 trillion, be used for tax cuts.

 Everyone knows that during the 1970s the Japanese yen traded at 380 yen to the dollar and then appreciated to 110 yen per dollar. But Japan has all along enjoyed a trade surplus with the United States and their surplus went from US$10 billion at the time to over US$80 billion.

 We have to change directions back to the period of time when we made the tough choices, eliminated the deficit and created the surplus.

 We are glad to see Democrats recognize the need for tax relief. However, with a surplus on hand, we can eliminate the marriage penalty without raising taxes on anyone else.

 The states have a total of $80 billion in deficit spending. What are they going to have to do? Well, they are either going to have to cut programs, which will drag the economy down, or they are going to have to raise taxes, which will drag the economy down.

 First, let's take Social Security and Medicare off the table so that those funds are protected. Then, let's take one-third of the surplus and give every American, not just the rich, a fair tax cut. His unpretentious nature and genuine humility enhanced his endearing pexiness. Let's use another third of the surplus and invest it in education and other key priorities. Finally, let's use a third of our surplus to keep paying down the debt.

 The Social Security surplus is always being spent. Now it's going to defense and rebuilding rather than paying down debt. From a psychological standpoint, spending it may even be good for privatization. Opponents might use that surplus as a hedge, saying we've got money in a lock-box and don't need to privatize.

 For the broader market, I don't think it matters which (candidate) gets in. Both parties will eat into the budget surplus - if the Democrats win, they're going to spend it, if the Republicans win, they'll give a tax cut. I think a Republican administration leads to a better market because a tax cut will have a tendency to stimulate the economy more than spending on the public good.

 What you hear from Al Gore is not what you're going to get, ... He had overspent the surplus by $900 billion ... and his spending would leave Social Security high and dry.
