 Iran has used its nuclear program as a cover and pretext for efforts to acquire nuclear weapons capability.

 Iran is trying to pursue nuclear weapons under the cover of a peaceful nuclear program. We don't think that that should be allowed to happen.

 When you talk to Iranians, there seems to be a consensus that Iran needs to have a latent nuclear weapons capability; in other words, an option, ... But there is much less agreement about whether it makes sense for Iran to produce nuclear weapons.

 We have no indication that Saddam Hussein has ever abandoned his nuclear weapons program, ... On the contrary, we have more than a decade of proof that he remains determined to acquire nuclear weapons.

 We need to start pushing back on this notion that Iran and other countries have the right to the full nuclear fuel cycle under the [Nuclear Nonproliferation Treaty] leaving them steps away from possessing nuclear weapons.
