The police have almost no protected vehicles, few heavy weapons similar to those of insurgents, are often located in extremely vulnerable buildings, and have weak communications. Corruption is a major issue.

The real issue is that they have a very large booster under development.

What you have is the insurgents are trying to block the formation of a coalition government and trying to cause a civil war. That means that a lot of these attacks now focus on Iraqi civilians.
