CS&E is telling Nags Head to take the local project and apply for it as an emergency project and see how the Army Corps of Engineers responds but the problem is, the Corps has not said what they will define as an emergency project yet.

We haven't considered that issue yet.

If we went with the federal project you're going to find that areas that need protection aren't going to get it.

You just never know what's going to happen. We've got to find an answer.
