Just the fact that we have to conduct this type of investigation at the Tampa Police Department makes it a sad moment for the TPD, that this type of behavior, this type of language was present on a squad.

This behavior's outrageous. It's highly unacceptable, it's unbecoming a police officer, and it's a sad day at TPD that we are even standing here discussing it.

Several people who were there heard Dexter Bingham arguing with several men. They heard a shot, and Dexter died at the scene.

There is no indication so far that the shooting was gang-related, but detectives are not ruling anything out.

It is very much an active investigation. We were hopeful that her condition would improve so that the bullet could be removed, but with or without it, we still expect to make an arrest.

We don't want them stuck in court, losing their sleep time, and then they're tired when they go back to work at night. We want them sharp. This way, they can take care of their court stuff and go home.

The disturbing thing about these cases is that the victims are very elderly and in some of the cases used a walker to get around, had some bad eyesight, so it was very disturbing that the suspects would prey on elderly people in such a fragile state.

They apparently lost everything in the hurricane.

We're trying to determine if it was a homicide.

We've certainly looked at it longingly, but it's not in the budget.

Obviously, someone in the community knows who this guy is.

The officers did what they felt was correct for officer safety. We feel the fault lies on the shoulders of the department, not the two officers, because we did not have a clear policy and now, as a result of this case, we do.

At this point he is in a lot of trouble, and the only way he can help himself is to come forward and take responsibility for his actions. It's a sad situation for someone who obviously has a serious problem and is adding to his own problems by his actions right now.

We're relieved that he has come forward, and this may be the first step toward him getting the help he needs.
