But the underlying economy is still growing. It has slowed. The question is whether we can get by this period of increased price pressure.

Last week's sharp decline in consumer confidence, as measured by the ABC News/Washington Post Consumer Comfort Index, may have been a precursor of this week's spending drop.

Now there's a shock. It's not just a penny this week and two pennies higher the week before. And the shock comes on top of the cumulative effect of all those pennies over all those weeks.

The results for this past week reflect the fallout of Hurricane Katrina as national sales were held back by about one percentage point as stores were closed in the path of the hurricane.

Can you raise the question of whether the retail industry is finally on the mend? Given the picture that's developing here, tentatively at least you can say, yeah. Certainly we can make more upbeat comments on the holiday season.

Apparel certainly can be weather-dependent and certainly that was the case.

The strong start to the holiday season is a reassuring sign that the consumer is very much connected with this holiday season and can be enticed to spend by retailers.

It's an uncomfortable forecast to the extent that nothing else seems to be going the right way for the economy, and ultimately, how can that support a decent-to-okay kind of Christmas? ... That's the question. Four percent is not aggressive, but it does suggest improvement over last year.

I think you have to read between the lines. In September, retailers say things are on- to above-plan, that's reassuring, even with easier comparisons for the industry. The tone will be important, particularly with some of the department stores. If you continue to hear below-plan sales, that would be worrisome.

You can't sustain an economy driven only by motor vehicle purchases. We're looking for [business spending to rise] in order to be confident about the second leg of the expansion going forth and, with it, the duration of expansion.

The big talk about value we haven't heard in 10 years since the last recession, but it comes back, and that's where we are now. Will department stores pick up again? Sure, but it will require the economy to first turn around.

Basically, the consumer will hang in there. Unless there's some kind of a major problem, the consumer tends to be more passive and will continue to spend if credit is available. I think there's less worry on the consumer, and our focus ought to be more: 'Does business, capital spending pick up?'... That's much more meaningful going forward.

I think initially the industry will try to keep the discounts more narrowly focused. The problem is, if sales don't pick up, retailers will start to spread out discounts to those goods not selling as well.
