We're not seeing civil war ignited in Iraq. We're seeing a competent, capable Iraqi government using their security forces to calm the storm.

The Iraqi government, at the point of crisis, decided to impose certain emergency measures. They relied on the Iraqi security forces to implement those measures.

It's exciting to me that we've reached the point where that much of Iraq is controlled by the people of Iraq.

Those pictures were pictures of criminal acts that took place many years ago, rogue soldiers doing activity that wasn't supported by their chain of command.

Now is not the time for the Iraqi government to take specific action against the militias. It's going to be worked over time.

Based on intelligence that we recovered over the last 36 hours, an operation was planned and conducted, and those three hostages were rescued. I'm happy to report all three are in good condition.

They were bound, they were together, there were no kidnappers in the area.

It's hard sometimes to sort out who's killing who. But there's no doubt there's a significant Shiite impact on all this.

We have reason to believe and evidence to support that the terrorists and foreign fighters are, indeed, using kidnapping as a way to finance their operations.

What we are seeing him do now is shift his target from the coalition forces to Iraqi civilians and Iraqi security forces. The enemy is trying to stop the formation of this national unity government; he's trying to inflame sectarian violence.

Nothing could be further from the truth.

The terrorists and foreign fighters that he recruits, trains and equips carry out more than 90 percent of the insidious suicide attacks against the men, women and children of Iraq -- attacks that have killed or injured thousands of Iraqis in the last year alone.
