en We keep getting reports in some places that maybe water is coming over the levees. We heard a report, unconfirmed, I think, we have not breached the levee. I think we have not breached the levee at this time.

en Everybody anticipated the breach of the levee, Mr. President,

en All of this is Monday morning quarterbacking. If you or I were in there we'd probably have done a much worse job. His great legacy was his pragmatism. He was cautious.

en Our worst fears came true. The levee will breach if we keep on the path we are on right now, which will fill the area that was flooded earlier.
