en The governor is committed to passing a capital bill and we think this bill that we are talking about leaves little room for excuses to not to consider this plan. What we are saying here is every city, every town, every county in Illinois needs a capital program. They have school needs, they have road needs, they have mass transit needs and they need jobs. You can?t count on throwing the ball 40 or 50 times a game. Plus, in this league, you have to be able to manage the football and manage the clock. The way some of these teams are, the best way to beat them is to keep their offense off the field.

en The way the bill was gutted in committee today means achieving significant savings is far less likely. With the changes in this bill, it does a lot more to protect the interests of personal injury lawyers and a lot less to protect the interest of small businesses and injured workers.

en Bill's a very committed resident of the city. I know Bill's going to do a wonderful job of leading the department forward.
