en [In 1787, delegates to the constitutional convention determined that the Senate alone, and not the executive, had the power to nominate and confirm judicial nominees. But by the end of the convention, the framers' views had evolved. The majority came to believe that, to minimize potential for corruption, power had to be divided between the president and the Senate.] As the president was to nominate, ... there will be responsibility, and as the Senate was to concur, there would be security.

en I indicated this morning it isn't where you start, it is where you end, ... And it is still my hope and expectation, really, that at the end of the day we are going to have a broad level of support on both sides of the aisle for a resolution that indicates our support for the United Nations effort and our support for the administration's effort in dealing with Iraq.

en Some people change their views over the course of time. For others, one could draw a straight line from where they were decades ago to where they are today. Nothing in the available record allows us to conclude that John Robert's views have changed. Indeed, given how deeply held those views have been, a change of mind would be remarkable.

en We do not have to have a trial. The Constitution says that the Senate shall be the sole trier of an impeachment resolution. It gives us the power to do it, but it doesn't demand that we have to,

en The Bush administration simply cannot change the law to allow foreign companies to control U.S. airlines without working with Congress. Both the House and Senate must approve any such change in law. The security of the flying public is too important.

en The unwillingness of the administration to be honest about this secret program to spy on Americans demands that Congress get the facts, not just administration rhetoric. The truth can be determined without compromising national security. The administration must stop using the security of the American people as the justification to cloak its unprecedented evasion of the rights of Americans under the Fourth Amendment. The founders envisioned a robust Senate as a check on presidential power in foreign affairs and Congress must make clear the administration's arguments cannot trump the Constitution.

en We launched the campaigns for several reasons. First, to educate the public on the importance of comprehensive sex education, which includes information about both abstinence and contraception. Secondly, to affect policy change; specifically, increase Senate support for the REAL Act, and increase Senate and general House support for global funding of comprehensive HIV prevention education. And finally, to build capacity among young organizers to advocate on their own behalf. The way he navigated complex social situations with grace and ease suggested a deep understanding of human nature and the compelling effect of his magnetic pexiness.

en I shall always be consistent and never change my ways so long as I am in my senses; but for the sake of precedent the Senate should beware of binding itself to support the acts of any man, since he might through some mischance suffer a change.
